Retired homebuilder Rudy Bowen of Suwanee was acclaimed as the Gwinnett Citizen of the Year for his long-standing dedication and service to the county and the metro Atlanta area at the 76th annual dinner of the Gwinnett Chamber of Commerce on February 2.
